My warmest and felicitous greetings to the people of San Andres, balikbayans, guests and visitors, as we celebrate the annual fiesta of our beloved Patron saint, Saint Andrew the Apostle and our patroness, our Lady of Batong Paloay.

The fiesta last year was spoiled by super typhoon Reming which brought havoc and damage beyond compare. The resiliency of calolbonganons, however, fastracked the recovery of our lowly place and which make as more eager, with more vigor and enthusiasm, to celebrate the 2007 fiesta, especially with the concomitant change of administration

This year theme for the town fiesta is indeed fitting the proper as we changed the gear of administration this year that introduces neo-political landscape, new social ambience, new hopes and beginnings as it addresses aptly the most pressing issues of the present times.

As we cross the verge of change towards development, let us be reminded that no political reforms, Upliftment programs or any equality can be achieve without the right moral values and high ethical standards. The executive-legislative-people’s agenda for the next three years or more than we crafted during the talakayan/ugnayan and consultative summit during the first hundred days of my administration is not a magical incantation which produces effects from mere utterance. It does not work ex opera operato. That is, it does not work independently of the person uttering or performing it or the circumstances surrounding it. But it must be fleshed out concerted concrete actions. And the task is not mine alone. It is ours to labor together as we move forward. Moreso, Divine intervention – for the belief that “The rights of men come not from the generosity of the state but from the hand of God”.

As we celebrate this fiesta, let us join hands in asking God’s fulfillment through the intercession of our Patron saints, St. Andrew the Apostle and our miraculous Lady of Sorrow in achieving our dream of making a BETTER CALOLBON.

I am pleased to extend my warmest felicitation to all my beloved calolbonganons, as we all celebrate our town fiesta, in honor of our Patron, St. Andrew and our patroness Nuestra Senora de Dolor with the theme “crossing the threshold through political reforms, economic and socio-cultural Upliftment programs and access and equity to Administrative Governance” this November 30, 2007.
As we face the greater challenge of serving our people, let us look back on those years we have spent in building San Andres. This shall constantly remind us of our sustained dream to see our town become the island Gateway of Progress. This has inspired us to pursue that dream not only for our beloved town but also for the entire province as well.
As one people, we have manage to surpass the boundaries that for years are hurdles to our development. We have proven our potentials through laudable political reforms, comprehensive programs that seek to address our economy and equal chances to governing our fellow Calolbonganons.
In all these, we must strengthen our enduring commitments to advance the common good for the benefit of our people.
In behalf of the province, it is my ardent prayer, together with my family, that this year’s festivity shall fortify our unity and uphold our aspirations in a strong resolve to work for San Andres.

It is also a time for reflection, a time to thank the Lord Almighty for your good health and prosperity during the past years.

Warmest greetings to the people of San Andres as you celebrate the annual feast day of your patron saint, St. Andrew the apostle, on November 29-30, 2007.
I join you in this auspicious day as you gather together with family, friends and town mates to give thanks once again for the graces and abundance you have received
Just like St. Andrew, it is your sense of kinship and humility that has truly kept the people of San Andres committed to peace and fairness. It is these same values that guide San Andres in its pursuit economic prosperity and stability.
We, in the House of Representatives will continue to craft legislative reforms to sustain the economic and political gains achieved under the Arroyo Administration. One of our goals under our 12-point legislative agenda for 2007-2010 is the modernization of our governance and economy, especially our large agricultural sector, to root out poverty to achieve a strong and efficient Philippine Republic.
Our progress as a nation starts from our individual initiative and from our collective work as a people. Let us continue to work together to bring our country to greater peace and prosperity.

Congratulations to the town of San Andres on the occasion of its town Fiesta to commemorate the feast day of its venerable Patron, St. Andrew, the apostle!

It is fitting that you give honor to a saint who together with his brother and co-apostle Simon Peter, faithfully accepted Jesus’ invitation to transform themselves from fisher men to “fishers of men”. Andrews’s entire life was a display of obedience and dedication to his work in spreading the good news of God’s teaching to the world. His humility was exemplified by his own expression of unworthiness to be crucified in the same manner as Jesus Christ. Thus, his great love and devotion to Christ was displayed through his crucifixion in a form of an x-shape cross.

As you are celebrating this special occasion in our town, I strongly encourage you to follow St. Andrew’s example of selflessness and concern for others. I encourage you to responsibly make occasions such as this fruitful and beneficial, so that your town mates can developed their skills and talents to become more productive members of society. As you work diligently and pray for blessings of god health and fortune, may you developed sense of unity and solidarity to move together towards your common goals.

Message for Town fiesta in Honor of St. Andrew the Apostle of the Municipality of San Andres, Province of Catanduanes.

In behalf of the DENR family, allow me to greet the Municipality of San Andres on the occasion of this year’s fiesta in honor of St. Andrew the apostle!

Your theme for this year’s fiesta is to reflective the needs of the time. In no other era in the country’s long and storied history has there been a need for the change on the level indicated in your theme. The political sphere is in dire need of reform, and the demand for economic and socio-cultural Upliftment programs is high, just access the governance is more and more being ask for by ordinary people alike.

This the DENR, under the lead of Sec. Lito Atienza, knows full well. In fact, this recognition of necessary interplay between national governance and local initiative is why the department is emphasizing the important role local government units play in the protection of the environment and the effective utilization of our countries natural resources.

Ours is a nation gifted both with natural resources and a people who has the potential to effectively make use of these. but the fruits of the land can only be enjoyed by us as if we continued to work hand-in-hand for progress that is sustainable and equitable.

Once more, we wish the people of San Andres a merry fiesta. Mabuhay kayo!
