My warmest and felicitous greetings to the people of San Andres, balikbayans, guests and visitors, as we celebrate the annual fiesta of our beloved Patron saint, Saint Andrew the Apostle and our patroness, our Lady of Batong Paloay.

The fiesta last year was spoiled by super typhoon Reming which brought havoc and damage beyond compare. The resiliency of calolbonganons, however, fastracked the recovery of our lowly place and which make as more eager, with more vigor and enthusiasm, to celebrate the 2007 fiesta, especially with the concomitant change of administration

This year theme for the town fiesta is indeed fitting the proper as we changed the gear of administration this year that introduces neo-political landscape, new social ambience, new hopes and beginnings as it addresses aptly the most pressing issues of the present times.

As we cross the verge of change towards development, let us be reminded that no political reforms, Upliftment programs or any equality can be achieve without the right moral values and high ethical standards. The executive-legislative-people’s agenda for the next three years or more than we crafted during the talakayan/ugnayan and consultative summit during the first hundred days of my administration is not a magical incantation which produces effects from mere utterance. It does not work ex opera operato. That is, it does not work independently of the person uttering or performing it or the circumstances surrounding it. But it must be fleshed out concerted concrete actions. And the task is not mine alone. It is ours to labor together as we move forward. Moreso, Divine intervention – for the belief that “The rights of men come not from the generosity of the state but from the hand of God”.

As we celebrate this fiesta, let us join hands in asking God’s fulfillment through the intercession of our Patron saints, St. Andrew the Apostle and our miraculous Lady of Sorrow in achieving our dream of making a BETTER CALOLBON.

I am pleased to extend my warmest felicitation to all my beloved calolbonganons, as we all celebrate our town fiesta, in honor of our Patron, St. Andrew and our patroness Nuestra Senora de Dolor with the theme “crossing the threshold through political reforms, economic and socio-cultural Upliftment programs and access and equity to Administrative Governance” this November 30, 2007.
As we face the greater challenge of serving our people, let us look back on those years we have spent in building San Andres. This shall constantly remind us of our sustained dream to see our town become the island Gateway of Progress. This has inspired us to pursue that dream not only for our beloved town but also for the entire province as well.
As one people, we have manage to surpass the boundaries that for years are hurdles to our development. We have proven our potentials through laudable political reforms, comprehensive programs that seek to address our economy and equal chances to governing our fellow Calolbonganons.
In all these, we must strengthen our enduring commitments to advance the common good for the benefit of our people.
In behalf of the province, it is my ardent prayer, together with my family, that this year’s festivity shall fortify our unity and uphold our aspirations in a strong resolve to work for San Andres.

I Extend my Congratulations and greetings to the people of Catanduanes, I extend my congratulations and greetings to the people of San Andres as you celebrate your town fiesta in honor of patron St. Andrew, this November 29-30, 2007
Your theme in this year’s festivities, “Crossing the threshold trough Political Reforms, Economic and Socio-Culture Upliftment Programs and Access and Equity to Administrative Governance” Signifies our awareness and commitment to our common desire of progress and growth for our community and people, and the means with which it could be attained.

Fiestas, indeed, are a most welcome occasion as we reunite an bond with distant relatives and friends in celebration.

Let these occasions be also time for the renewal of our commitment to our beloved community and the people.

And let the true significance of fiesta celebrations not be lost among us. That is, the renewal and strengthening of our religious fervor and faith in the lord.

The church is god’s family in the world. In this family no one ought to go without the necessities of life……” so then, as we have opportunity, let us do good to all, and especially to those who are of the household of faith” (6:10). (Dues Caritas Est. 25b)
With these words of the holy father, Pope Benedict XVII, I wish to greet you, my dear people of god in San Andres, Catanduanes, as you celebrate the feast of your Patron Saint, St. Andrew the Apostle.
Your theme, Uswag Calolbon, Bangon Calolbon echoes the common desire of all our people today. We all want to live a life that befits our human dignity and Be saved from material poverty that seems to worsen as time goes on. The economic advancement that the government is saying seems to be confined to the few and is rarely felt by our people.
As God’s family in the world, in the words of our beloved Pope, no one ought to go without the necessities of life. This spurs us to do what we have to do what we have in hand through the principle subsidiarity that the church teaches. It asks the state to knowledge and support initiatives arising from the different social forces and combine spontancity with closeness to those in need. The church is one of those living force: she is alive with the love enkindled by spirit of Christ. The love does not simply offer people material help, but refreshment and care for there souls, something which often is even more necessary the material support. (Dues caritas EST, 28b)
As a member of that portion of God’s family. I enjoin you, with your leaders to continue searching for ways and initiatives that would better the economic and moral condition of our brothers and sisters, especially the most needy and neglected ones. Above all, let the love of god inspire you to pursue the arduous task that lay before you.
I wish you all a blessed and fruitful fiesta celebration! And I now impart my apostolic blessing to all of the people of Calolbon and the devotees of St. Andrew the Apostle as a pledge of my earnest prayers for you all.
